- Building plan checks, inspections and code enforcement
- Issuance of building permits
- Enforcement of Oil Code
Finance
Located on the main floor of City Hall.

- Conducting business retention and attraction activities
- Negotiation of property acquisition, relocation, etc.
- Administration of the Residential Rehabilitation Grant Program
- Coordination of affordable housing in the City
Public Works/Engineering
Located on the lower floor of City Hall. City Corporate Yard is located at 2175 E. 28th Street.
