Records Management Program

The Citywide Records Management program was adopted by Resolution 88-01-3879. This action resulted in a Records Retention Schedule, a uniform filing system, policies and procedures for the program.

What is Records Management and why is it important to the City?
Records Management is the systematic control over the creation, acquisition, processing, use, protection, storage and final disposition of all recorded information required by a municipal government to effectively conduct its business. Recordkeeping involves assembling and managing the correct information (1) in the proper form, (2) at the right place, (3) in a timely manner for use by the appropriate persons. Thus, it is a dynamic system for managing records in an efficient and cost conscious manner. This system was started in January 1988.

In 1998, an imaging system was implemented. The system scans and stores documents digitally. These documents can be accessed and retrieved at a workstation and either viewed on screen or printed out. The imaging system contains all City Council records (minutes, resolutions, ordinances) from 1924 to present; Commission records for all three Commissions and the City Charter.

Voter Registration Information
The City Clerk Department would be happy to mail any Signal Hill, California resident a Voter Registration form. It is recommended you file a new form each time you move and you must file one if you have never registered. You must be registered at least 15 days prior to an election in which you intend to vote. If you do not reside in Los Angeles County, you must contact the County in which you reside in order to register to vote.

Voter Registration Requirements and Forms:
You may register to vote in Los Angeles County is you meet all of the following requirements:
  1. You are a citizen of the United States;
  2. You are a resident of Los Angeles County;
  3. You are at least 18 years of age (or will be by the date of the next election);
  4. You are not in prison or on parole for a conviction of a felony;
  5. You have not been judged by a court to be mentally incompetent.

The City Clerk Department an the County Registrar use a large number of registered voters each election day to act as Polling Place Inspectors and Clerks. The pay is small, but the need is great.
