Help for Financially-Challenged Residents
The Community Services Department understands that these are difficult times for our residents. It is our goal to help provide residents with access to free or low-cost programs that help families enjoy a quality life despite financial stresses. Don’t let financial challenges get in the way of you or your family members enjoying our many wonderful recreation programs. Signal Hill residents who meet income qualifications may apply for Recreation Scholarship funds by applying in the Community Services Department. It’s quick and it’s easy! Stipends of $100 per youth are available each year to those who qualify. These $100 yearly stipends may be used to help pay for youth, family, or senior excursions, Cookies with Santa, sports banquets, classes, and emergency kits. Residents must meet income guidelines and submit an application

The Signal Hill subsidized transportation program
is available (by application) to Signal Hill residents who are over the age of 62 or to residents 18 years and older who can provide proof of disability. Programs allow a reduced-fare monthly Bus Pass
for Long Beach Transit buses, Dial-A-Lift
, or Dial-A-Taxi
voucher books allowing subsidized use of Yellow Cab services.
We also offer many free programs throughout the year including:

- Quarterly family art-making workshops
- Summer concerts in the park
