In 1992, the California Legislature adopted Assembly Bill 408 (codified as Vehicle Code Sections 40200 et seq). Essentially, the legislation decriminalized parking citations, removed the adjudication process from the court system, and established a process by which local governments can process and adjudicate parking citations.

Contesting Citations

The City of Signal Hill has established a three-tiered program by which you may contest a parking citation:
  1. Administrative review 
  2. Administrative hearing 
  3. Civil court action 

Paying for Citations

Citations can be paid by check through the self-addressed envelope attached to the citation. The City also offers a way to electronically pay for parking citations and to contest parking citations through Paymycite.com.
