The L.A. County Department of Health Health Officer Order (updated July 18) is in effect until further notice.  We encourage you to use trusted sources for information on COVID-19. Visit for the latest information and guidelines on how to stay healthy. You can also dial 2-1-1 for information directly from the L.A. County Public Health Department.

The Signal Hill Public Library and the Signal Hill City Yard are closed to the public until further notice. Public Library cardholders are encouraged to use our new curbside pickup services. Learn more at  

City Hall Re-Opening Information

City Hall and the Community Services Department are open by appointment only. Walk-in visitors will not be accepted. Visitors to City facilities must make an appointment in advance, wear a face covering, follow all social distancing protocol, and attest that they are healthy. We continue to encourage you to work with us via phone and e-mail whenever possible: 

  • Water payments can be made online or by phone at 562-989-7315, or can be dropped off at the drop box in front of City Hall. All water utility bill questions can be directed to the Water Customer Service line at 562-989-7315. Please note that we are not taking cash payments at this time.
  • Parking citations can be paid online or by phone at 800-300-9915.
  • For Planning and Permitting, please call 562-989-7340 or email
  • Public Works requests for service can be made online via our iWorq portal. General Public Works questions can be answered via email or phone at 562-989-7250.
  • General questions can be answered via email or by phone at 562-989-7300.
  • Community Services can be reached at 562-989-7300.
  • Library Staff are available at 562-989-7323, Monday-Friday 12:00 p.m. - 5:00 p.m. 

Street Sweeping

Street sweeping parking enforcement resumed on Monday, July 6, 2020. Vehicles that are not moved off the street during the times/days posted for street sweeping will be ticketed. Street sweeping is essential to our community’s health, safety and stormwater management. Please help by working to clear a path for the sweeper on your regularly scheduled sweeping day.

Parks and Outdoor Amenities

City trails, and parks are open, except for the Dog Park, which remains closed. All users must practice physical distancing, avoid congregating, and wear a cloth face covering. Please do not use parks or trails in groups. Before using our trails, please review the Reopening Protocol for Trails (PDF) from the L.A. County Department of Public Health. While we encourage our residents to exercise and walk through open park areas, we continue to monitor park usage and adherence to social-distancing requirements at City-managed facilities.  

Programs and Events

The City of Signal Hill is canceling in-person programs and events until further notice. This includes the following:

  • All in-person Library programming and special events
  • Concerts in the Park 
  • Senior Folding Group and Senior Social Club  
  • All Active Adult Excursions  
  • Youth Sports  
  • All facility rentals (regardless of size) 

City Council, Commission and Committee Meetings

All meetings will be held virtually until further notice.  

  • City Council meetings are held on the second and fourth Tuesday of each month at 7 p.m. You can live-stream City Council meetings via the City’s website. You can also watch City Council meetings live on Charter Channel 3 and Frontier FiOS Channel 38. Repeat broadcasts are available daily at 7:00 a.m., 2:00 p.m., and 7:00 p.m. 
  • Those wishing to participate and ask questions will be given access to a teleconference line and/or virtual video meeting platform where they will have the opportunity to make public comments. Information on accessing the virtual meeting and information on a teleconference line will be included on the relevant meeting’s agenda, which is posted here before each regularly scheduled meeting. You may also e-mail public comments to be read into the record to or call 562-989-7300. Comments must be submitted by 5:00 p.m. the day of the meeting.

Police Department Operations

The Signal Hill Police Department continues to remain open to the public to ensure continuing operations. All individuals entering the Police Station must wear a cloth face covering and follow social distancing protocol. We strongly encourage residents to consider conducting business with the Police Department in a manner that prevents spread of COVID-19. If you have non-essential business, need to file a non-emergency report, or have general questions, we can assist you over the phone or via e-mail. Please consider calling SHPD at 562-989-7200 or e-mail in lieu of an in-person visit to the police station.

EDCO Disposal

EDCO is closing its Signal Hill Customer Service Center and its Signal Hill Buy-Back Center until further notice. Visit for more information. Residential trash collection will continue to occur as scheduled.

Long Beach Unified School District

LBUSD is currently closed. The district announced on July 14 that school will resume online-only starting September 1, 2020. Learn more.
