Water & COVID-19

According to the Center for Disease Control and the World Health Organization, COVID-19 is transmitted through person-to-person contact and not through water. The CDC has also stated that the COVID-19 virus has not been detected in drinking water.

Water Operations

Water Operations is responsible for the production, distribution, administration, and customer service of the water system, delivering water to 3,161 accounts in the City. Water Operations is also responsible for the operation and maintenance of approximately 50 miles of pipeline, three reservoir facilities and two wells.

Reinstatement of Late Fees

During the Covid-19 pandemic, a moratorium was put in place, which prohibited shutting off water service due to non-payment. Beginning with the March 2020 billing cycle, the City of Signal Hill Water Dept discontinued water meter shut-offs and charging late fees on delinquent accounts. With the shut-off moratorium lifted in December 2021, the City will reinstate late fees on all delinquent accounts as of the August 2022 billing cycle. If an outstanding balance remains unpaid, the City will begin delinquent bill processing in accordance with Senate Bill 998 (Discontinuation of Residential Water Service).

Please pay all balances by August 31, 2022, in order to avoid late fees. Please get in touch with our office at 562-989-7315 with any questions.

Temporary Water Meters

Temporary construction water meters are available through the Signal Hill Water Department and are arranged for in the Finance Department, located at:

Discontinuation of Water Service Policy

Adopted in 2018, Senate Bill 998 – Water Shutoff Protection Act (SB 998) is codified in the California Health and Safety Code to provide additional procedural protections and expand upon the existing safeguards related to utility service disconnections. Through the adoption of SB 998, the California Legislature intends to protect Californians from losing access to water service due to inability to pay without proper notice and sufficient time to mitigate. 2020 Urban Water Management Plan

In the Fall of 2021, the City of Signal Hill prepared an Urban Water Management Plan (UWMP) for submittal to the California Department of Water Resources, pursuant to the Urban Water Management Planning Act, as codified in the California Water Code Sections 10610-10656. The UWMP is a guide for long term water supply planning for the City and provides water shortage contingency planning during periods of drought. The City Council of the City of Signal Hill conducted a Public Hearing on Tuesday, November 9, 2021, to receive comments on the 2020 Urban Water Management Plan (UWMP) and Water Shortage Contingency Plan (WSCP).The adopted 2020 UWMP Report (PDF), 2020 UWMP Appendices (ZIP), and 2020 WSCP Report (PDF) can be viewed online and are available to view at City Hall. The Appendix files are compressed into a .zip file for easy downloading.
