Water Operations

Water Operations is responsible for the production, distribution, administration, and customer service of the water system, delivering water to 3,161 accounts in the City. Water Operations is also responsible for the operation and maintenance of approximately 50 miles of pipeline, three reservoir facilities and two wells.

Temporary Water Meters

Temporary construction water meters are available through the Signal Hill Water Department and are arranged for in the Finance Department, located at:

Discontinuation of Water Service Policy

Adopted in 2018, Senate Bill 998 – Water Shutoff Protection Act (SB 998) is codified in the California Health and Safety Code to provide additional procedural protections and expand upon the existing safeguards related to utility service disconnections. Through the adoption of SB 998, the California Legislature intends to protect Californians from losing access to water service due to inability to pay without proper notice and sufficient time to mitigate. Any acts of service discontinuation will be accordance with SB 998 and in accordance with the City’s Municipal Code chapter 13.04. 2020 Urban Water Management Plan

In the Fall of 2021, the City of Signal Hill prepared an Urban Water Management Plan (UWMP) for submittal to the California Department of Water Resources, pursuant to the Urban Water Management Planning Act, as codified in the California Water Code Sections 10610-10656. The UWMP is a guide for long term water supply planning for the City and provides water shortage contingency planning during periods of drought. The City Council of the City of Signal Hill conducted a Public Hearing on Tuesday, November 9, 2021, to receive comments on the 2020 Urban Water Management Plan (UWMP) and Water Shortage Contingency Plan (WSCP).The adopted 2020 UWMP Report (PDF), 2020 UWMP Appendices (ZIP), and 2020 WSCP Report (PDF) can be viewed online and are available to view at City Hall. The Appendix files are compressed into a .zip file for easy downloading.
