During the Covid-19 pandemic, a moratorium was put in place, which prohibited shutting off water service due to non-payment. Beginning with the March 2020 billing cycle, the City of Signal Hill Water Dept discontinued water meter shut-offs and charging late fees on delinquent accounts. With the shut-off moratorium lifted in December 2021, the City will reinstate late fees on all delinquent accounts as of the August 2022 billing cycle. If an outstanding balance remains unpaid, the City will begin delinquent bill processing in accordance with Senate Bill 998 (Discontinuation of Residential Water Service).
