The L.A. County Department of Health’s "Safer at Home" Health Officer Order is in effect until at least May 15, 2020. While certain businesses are allowed to reopen starting May 8, City facilities must continue to remain closed to prevent the spread of COVID-19.
City Hall, the Signal Hill Public Library, and the City Yard are closed to the public until further notice. We are here to serve you by phone and e-mail.
- Water payments can be made online or by phone at 562-989-7315, or can be dropped off at the drop box in front of City Hall. All water utility bill questions can be directed to the Water Customer Service line at 562-989-7315. Please note that we are not taking cash payments at this time.
- Parking citations can be paid online or by phone at 800-300-9915.

- Library Staff are available for assistance via phone, Monday-Friday 12:00 p.m. - 5:00 p.m. Library cardholders can still utilize our digital resources, found at cityofsignalhill.org/library. All due dates will be automatically extended, no late fees will be assessed, and patrons can return materials when the Library reopens.
Parks and Outdoor Amenities
Trails are open as of May 8, 2020. All trail users must practice physical distancing, avoid congregating, and wear a cloth face covering while in close contact with other people. Face coverings are not required while engaging in physically distanced exercise. Please do not use trails in groups.
Until further notice, playground equipment, basketball courts and exercise equipment that are open to the public are closed. The parking lots to Discovery Well Park and Hilltop Park are also closed to support County-wide Safer at Home orders and prevent crowding. The Dog Park is closed until further notice.
All other parks are open, however they must be treated as open, green space. Everyone using City parks must follow physical distancing guidance and stay at least six feet from all other persons. While we encourage our residents to exercise and walk through open park areas, we continue to monitor park usage and adherence to social-distancing requirements at City-managed facilities. We do not encourage people to travel long distances to reach our parks.
Non-Essential Programs and Events
The City of Signal Hill is canceling City non-essential programs and events until further notice to comply with County Health Officer orders. This includes the following:
- All Library programming, including Story Time, After School Club, First Friday Book Club, Library Teen Drop-In, and all other Library special events
- Senior Folding Group and Senior Social Club
- All Active Adult Excursions
- Youth Sports
- The City’s After School Recreation Club and Tween Program
- All facility rentals (regardless of size) are canceled through at least May 15.
City Council, Commission and Committee Meetings
All meetings will be held virtually until further notice.
- You can live-stream City Council meetings via the City’s website. You can also watch City Council meetings live on Charter Channel 3 and Frontier FiOS Channel 38. Repeat broadcasts are available daily at 7:00 a.m., 2:00 p.m., and 7:00 p.m.
- Those wishing to participate and ask questions will be given access to a teleconference line and/or virtual video meeting platform where they will have the opportunity to make public comments. Information on accessing the virtual meeting and information on a teleconference line will be included on the relevant meeting’s agenda, which is posted here before each regularly scheduled meeting. You may also e-mail public comments to be read into the record to CityClerk@cityofsignalhill.org or call 562-989-7300. Comments must be submitted by 5:00 p.m. the day of the meeting.
Police Department Operations
The Signal Hill Police Department continues to remain open to the public to ensure continuing operations. All individuals entering the Police Station must wear a cloth face covering as per County Health orders. We strongly encourage residents to consider conducting business with the Police Department in a manner that prevents spread of COVID-19. If you have non-essential business, need to file a non-emergency report, or have general questions, we can assist you over the phone or via e-mail. Please consider calling SHPD at 562-989-7200 or e-mail watchcommander@signalhillpd.org in lieu of an in-person visit to the police station.
We are temporarily suspending street sweeping parking enforcement/ticketing. Please work to provide a clear path for the sweeper.
General Closures
EDCO is closing its Signal Hill Customer Service Center and its Signal Hill Buy-Back Center temporarily, until further notice. Visit edcodisposal.com for more information. Residential trash collection will continue to occur as scheduled.
All EDCO Household Hazardous Waste Collection Events are cancelled until further notice.
Long Beach Unified School District is closed through the remainder of the school year. Meals are being served to students at various schools including Signal Hill Elementary Monday-Friday from 11:30 a.m. - 12:30 p.m. Learn more on LBUSD’s COVID-19 page.
State and County Health orders require all Californians to stay home and refrain from all non-essential activities at this time. Everyone who can stay home, should stay home. All non-essential activities, and all group gatherings are prohibited. See Governor Newsom’s "Safer at Home" Order (as of March 21, 2020).
We recognize that these closures, cancelations, and changes are disruptive. However, they are being implemented to mitigate potential rapid transmission of COVID-19 in and around our community. These measures also protect at-risk individuals from becoming seriously ill and help to avoid an overload of our health care system.
